It’s a violation of the city charter for the city council to buy anything without a competitive bid, but the city didn’t let that stand in the way today. The city health department needed a used “deuce and a half” truck for its dengue fever campaign, so the council paid $600 for a used one without bids. Mayor Mauermann said, “This is not according to the charter and I do not know what the courts would say, but this is a health measure.”
